Summary
Alex is an attorney in Taft’s Government Contracts practice group in the Washington, D.C. office. He focuses his practice on government contracts and construction litigation.
Alex consistently assists clients across all different types of industries, including those providing industrial manufacturing, aircraft, transportation and logistics, construction, disaster response, food service, timber, shipbuilding, information technology (IT), health care, and staffing services to support federal, state, and local governments. He has counseled multiple clients through matters involving requests for equitable adjustment (REAs) and claims against the government, bid protests, negotiation of subcontract terms, subcontractor disputes, terminations, and various compliance concerns. He has also successfully represented companies before different agencies, the Government Accountability Office (GAO), the Court of Federal Claims, the Federal Circuit, and various state and federal courts. In the construction space, he has repeatedly done so on behalf of general contractors, subcontractors, and suppliers.
In addition to his legal experience as an associate at a firm that specialized in construction and government contract law, Alex has more than seven years of prior experience in federal contracting at the U.S. Department of the Navy, specifically as a Senior Contracting Officer for the Office of Naval Research (ONR). He was the primary lead for all of the Ocean Battlespace Sensing Program’s acquisition requirements, including the Large Displacement Unmanned Underwater Vehicle (LDUUV) project, various undersea sensor technologies, and other systems. He gained valuable contracting experience by participating in a source selection for an R&D effort valued at more than $70 million as well as negotiating and awarding competitive contracts and modifications as part of Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.
Prior to his time at the Office of Naval Research, Alex spent five years at the F-35 Joint Strike Fighter (JSF) Program Office, where he negotiated contracts valued at more than $100 million for aircraft and aircraft-related efforts, performed cost and price analysis, and assisted with the award of an Undefinitized Contract Action (UCA). His prior experience includes work with contracts of various types, including Time and Materials, Fixed Price, and Cost Reimbursement contracts. He is also a Certified Professional Contract Manager (CPCM).
Alex earned his J.D. from The George Washington University Law School and his bachelor’s degree in economics from the University of Maryland.
