Summary

Jim’s practice focuses exclusively on state and federal tax issues related to the issuance of tax-exempt debt. During his career, he has represented virtually every type of issuer of tax-exempt debt in Colorado, Nevada, New Mexico, Idaho, and other states. He has close to 40 years of experience dealing exclusively with the federal tax issues associated with the issuance of tax-exempt bonds.

Jim has worked as the primary tax counsel in Colorado, Nevada, New Mexico, and Idaho on a multiplicity of unique transactions, including an extremely unique public practice partnership transaction that was awarded the Bond Buyers’ Financing of the Year for the Southwest Region in 2010. He is also a frequent presenter at national conferences dealing with tax-exempt bonds.

  • Represents issuers of tax-exempt bonds at the time of issuance, and also representing states and local governments in connection with bond audits by the Internal Revenue Service (IRS).
  • Primary tax counsel in New Mexico, Colorado, Nevada, and Idaho on a multiplicity of unique transactions, including the first prepaid natural gas financing in Colorado, the Invesco Field financing (now Empower Field), and the Eagle PIII financing for the Colorado Rapid Transit District.
